…tch to benchmark-external.yml - Remove benchmark.yml (its only active trigger was manual workflow_dispatch, which is now folded into the label-triggered workflow). - Add workflow_dispatch (subset/count/gate inputs) to benchmark-external.yml so maintainers can run it manually from the Actions tab, in addition to the existing run-benchmark label gate. - Manual runs are trusted (write access required) and check out the selected branch; the label-triggered pull_request_target path and its guards are unchanged.
