Download prebuilt SPIR-V binaries (spirv-mesa3d-.spv and spirv64-mesa3d-.spv) and mesa-libclc.pc.in from the mesa-libclc GitLab releases into the cached rusticl-install prefix instead of relying on distro libclc packages.

With libclc decoupled from apt, add the apt.llvm.org repository step to setup-rusticl and bump Rusticl to LLVM 22 to match PoCL.
