Introduce clvk running over Mesa's Lavapipe (swrast) Vulkan driver as a new CI platform in the targeted PR test workflow: - Add the .github/actions/setup-clvk composite action to build and configure Mesa Lavapipe (with LLVM 22) and clvk with a decoupled clspv version. - Cache Lavapipe and clvk installation prefixes separately with actions/cache and cache compilation units with sccache. - Add clvk to the workflow matrix in .github/workflows/tests.yml and provide baseline expectations in ci/clvk/golden.json. - Document the [run-test-clvk: ...] trigger in README.md. [run-test-clvk: test_computeinfo] [run-test-clvk: test_api enqueue_task]
