Summary

• omit packet_encoding when VLESS or VMess explicitly specifies none, matching sing-box's disabled/empty representation
• accept the documented legacy VMess aes-128-ctr security value
• map VMess global_padding / globalPadding and authenticated_length / authenticatedLength booleans
• retain rejection of unknown packet-encoding values
• update the checked sing-box export matrix and add focused end-to-end URI parser tests
