actionlint reports 2 set-output finding(s) on dev:

use echo "{name}={value}" >> $GITHUB_OUTPUT instead
GitHub disabled the command, so the step publishes nothing and every consumer of
its output reads an empty string.
Each line keeps its output name and its value byte for byte, so no consumer
