Skip LLM review wait for PRs without .lean files - #30

Lean Action CI is path-filtered to Lean sources, so PRs that only touch Python or markdown never produce a CI run. The review workflow was waiting the full 30 minutes on every such PR before timing out and skipping. Move the .lean-files check to the front, gate the wait (and its 'CI not green' comment) on at least one .lean file changed, and post a one-line skip comment for the rest. Lean PRs flow through the wait + gpt-5.5 review unchanged.
