[BUG] Configuration section issue #13

Describe the bug
The configuration file's sections are bugged from the sanctions configuration: the next sections are like configurable sanctions subsections, which may cause misinterpretations or other issues.

To Reproduce
Steps to reproduce the behavior:

1. Download AdminCraft
2. Place it in the server mods folder
3. Restart the server
4. The config presents the issue

Expected behavior
These section should no be subsections
