The interner release: a process-wide shared interner for UTF-8 strings.
constructor defaults — a 65,536-entry hot generation, UTF-8 validation on, ordinal
comparison, no value-length cap and no meter. Utf8StringInterner.Instance stays the
ambient slot an application installs its own interner into; the library never fills
it implicitly.
