Unify resource specification and change inference rules

• Make resources specified in resources.smk with helper functions to assign the resources for slurm and condor.
• Change triton clients to local rules. Not sure how well this will work, but I don't think it's feasible for them to remain as condor jobs with the new setup.
• Split up inference groups based on files so that the same file is never transferred twice when it doesn't need to be.
