Scope

• add a repository-level provenance record for the extracted Titan Trust v2.1.0 source
• explicitly leave licensing and upstream attribution as unresolved owner/legal decisions; no license is selected or removed
• fail clearly when the standalone GPS evaluator is run below PHP 8.0
• preserve the existing 32-scenario corpus, rubric, thresholds, outputs, and assurance contracts
• replace the stale older evaluation reference with current-head CI evidence

Validation

• Current main was read at 0497585a786e44125eb3ed9ac554321ff7b1a2f3
• Exact final diff: PROVENANCE.md added; evaluator adds only a PHP 8 guard; README/results update evidence metadata and mapping
• Workflow run 37175925023 ran the evaluator on PR head 476dcbddcf9e4dbbb643bead70799f560fa52d53 merged with audited base 0497585a786e44125eb3ed9ac554321ff7b1a2f3, using PHP 8.2.34
• CI result: 32 cases, 0 scenario failures, 0 no-GPS high signals, 0 very-low-accuracy high signals, 3/3 missing-accuracy-with-GPS high diagnostics, baseline mismatches 25/32
• Later branch commits changed only committed report metadata and README wording/map; evaluator source and scenario corpus were unchanged after the passing run
• Local Windows execution remains blocked because PHP CLI is not installed; no local pass is claimed
• No repository license was selected; missing LICENSE/NOTICE remains an explicit owner/legal decision
