[Android][Network provider / External GPS] Used satellites is higher than visible satellites

Description
On Android with the Network / External GPS provider, @position_used_satellites is higher by 1 than @position_visible_satellites in feature forms.

Environment

• Device: Samsung Galaxy A 53
• OS: Android 15
• App build: 2026.5.0
• Provider: Network position provider / External GPS

Steps to reproduce

1. Set the position provider to Network / External GPS.
2. Open a feature form using @position_used_satellites and @position_visible_satellites.
3. Add a feature and compare the values.

Actual result:
@position_used_satellites is higher by 1 than @position_visible_satellites (e.g. <8> used vs <7> visible).

Expected result:
@position_used_satellites ≤ @position_visible_satellites.
