docs(sharepoint): clarify video sensitivity label rollout

Summary

Clarify the Set-SPOTenant -EnableSensitivityLabelForVideoFiles parameter for the change announced in MC1454399.

• Preserve the earlier MP4 behavior and describe the additional .clipchamp project behavior after the change reaches a tenant.
• Keep the explanation of the update in the main text; use the note for rollout timing and the Message Center reference.
• Compare defaults, permitted label changes, imported media, and new MP4 exports for each setting and project state.
• Include acknowledgment for supported protected or non-protected labeled media imported into an unlabeled project, and retain existing checks while blocking imports that require an upgrade of a read-only project label.
• Preserve source access and usage rights, project restrictions, export-permission requirements, and other sharing/download policies.
• Link to the detailed Purview guidance and retain the parameter heading, type, default, and other properties.
• Leave other parameters, cmdlet syntax, document-wide description, ownership, and date unchanged. Add AI disclosure; exclude .clpx and unnecessary implementation details.

Review and validation

• Original rollout behavior grounded in the Clipchamp implementation, prior investigation, and MC1454399. Import-policy behavior follows the requirements specified by Alfred See.
• The earlier parameter revision received a focused desktop Content Mentor review. A fresh review of this final revision is outstanding.
• Alfred See approved this revision. The PR remains a single commit.
• Scoped validation confirms the agreed import cases, rights, and rollout conditions, while preserving metadata, syntax, parameter properties, and unrelated content.
• git diff --check passes. Existing Markdownlint findings outside the changed parameter are unchanged.
• Both rollout states have not been tested live; no tenant settings were changed during validation.

Draft PR for content review. Keep both behaviors documented until rollout completion is confirmed.
