Clarify Get-SPOContainerType billing information visibility

Clarifies that, for standard container types with a billing profile, Get-SPOContainerType displays AzureSubscriptionId to all SharePoint Embedded Administrators without requiring permissions on the billing subscription.

Other billing information, including ResourceGroup and Region, still requires Owner or Contributor access on the billing subscription. The administrator role required to run the cmdlet and permissions to change billing are unchanged.

Only the DESCRIPTION wording in Get-SPOContainerType.md is updated; the cmdlet reference structure and all other content are preserved.
