- Release the Router's transfer slot when its result is sent; an unknown outcome stays with the Environment owner's quarantine, so Shutdown and later writes no longer wedge on it. - A confirmed release drops the assignment's owner, grant and resource. - Native session recovery joins proto.ValidateSelection; Core and the adapters drop their hand checks. - Core keeps one MCP server_url rule. - Quiesce waits for a release cleanup in progress. - Frames of a quiesced Environment get protocol_error resource_unavailable. - Move HarnessSelection into services/core/internal/agents. - Record Claude's Subagents and MCP conflict in the coverage ledger. - agent-host no longer prints a rejected --core-url.
