Files listing could return 503 while native preparation was pending or after message admission returned 202 but before native start was published. Every directory read now uses the existing read-only Environment preparation, independently of Harness readiness. Worker capacity, exclusive idle-read/write reservations, assignment authorization and confirmed cleanup remain enforced.

The private workspace-read wire accepts only read-only handles and removes RunID selection. Protocol 0.14.0 requires rebuilding and deploying Core and Runtime together.

Validation: deterministic public HTTP/database regressions verify both lifecycle boundaries and returned File contents; the real Runtime publication barrier verifies independent reads while native controls remain closed. Seventeen focused database tests pass; Core and Runtime concurrency regressions each pass 50 repetitions under the race detector. Full dispatch tests, make check-runtime-contract, affected build/vet, required repository checks and translations pass. Final integrated release live qualification remains pending.
