When a console has no paired deployment administrator credential, API keys now explains that management needs enabling and provides a Check again action. The introduction can still continue with the existing console connection; the standalone management page no longer shows introduction instructions. Credential permissions and backend contracts are unchanged.

The management page now uses the console's full-width header and normal content spacing, with smaller cards and a stacked mobile creation form. Installation documentation explains how to recover after pairing the console.

Validation: Web typecheck, 781 unit tests, production build, and four focused browser acceptance cases passed, including key creation/revocation, disabled management making no key requests, capability refresh, and a 390px management page. Self-reviewed as a small presentation/availability fix. make check passed distribution checks (Console Go tests, 108 installer tests, 12 manifest tests, Console binary build) and stopped at the missing PARSAR_AGENTS_API_TEST_DATABASE_URL gate; the full check is not claimed as passing.

Closed by product decision. Future Core Console work follows #96; this standalone change is no longer needed.
