docs: point to Pulse CLI, the new home of operate - #59

operate moved into the Pulse monorepo as Pulse CLI (apps/cli, npm @miragon/pulse-cli, first released there as 0.22.0). This repository will be archived and stays read-only. - README.md: a short notice with the old and new names (npm package, Homebrew formula, command, container image, docs, variables, project file, config directory, Claude Code plugin, source, issues) and how to move over. - redirects/: the new GitHub Pages site of https://miragon.github.io/operate/. One page per page the old VitePress site served (the 18 pages of docs/; releasing.md was excluded from the site) that sends the reader to the same page under https://miragon.github.io/pulse/cli/ and keeps the hash, a 404 page that maps any other /operate/<path> to /pulse/cli/<path>, .nojekyll, and the files the old site served from docs/public/ (logo/, shots/) at the same paths. - .github/workflows/docs.yml: deploys redirects/ as it is, with no VitePress build and no install; a pull request only checks the pages. - src/docs/guide.test.ts: the README case now checks that the README points to Pulse CLI instead of the guide and docs/agents.md. docs/ stays as history and is no longer published.
