Scope

Shift Management frontend on top of main: overview with preview modal and smart toggles (#417), week board with slim builder and assign/unassign/delete (#418), template picker with Keep/Replace (#419), save day as template (#421), publish preflight + commit (#420), copy day to dates (#422), validate draft before post/assign (#423). Includes unblocking spec migration (jasmine to vitest) and layout toggle selector fix.

• ScheduleValidationEngine.ValidateDraftAsync is a stub always returning valid; the frontend validate flow lights up once implemented.
