values-v31 pins Theme.App to the md_theme colours and nothing applied DynamicColors at runtime, so the app kept its blue accent whatever the wallpaper was. Apply the dynamic colour overlay on API 31+, where it wins over those pinned items. Below 31 the md_theme palette still applies, so nothing changes there. Fixes microg#314.
