MCR-3822 speed up IT for viewer and mets

build time reduction:
mycore-mets: 41s --> 17s
mycore-viewer: 3:18 min -> 1:41 min

Updates the selenium-utils to 0.12-SNAPSHOT where most of the performance boost comes from. Requires better test that do not wait a specific time but for a condition.

For the test to work reliable a new hook was introduced:

mycore/mycore-viewer/src/main/typescript/modules/base/components/model/AbstractPage.ts

This may require implementers to also support this hook: risk very low
