fix: 改用 NEVSTOP-LAB/lvCICD@main - #1

LV-APT/lvCICD 的 main 停在 2025-09-06，启动 LabVIEW 后只固定等待 10 秒且没有重试， LabVIEW 冷启动超过该时间时会以 "Error code : -350000" 让步骤失败（同一 run 往往要重跑若干次， 等实例残留下来才偶然通过）。NEVSTOP-LAB/lvCICD@main 含端口就绪轮询、失败重试与实例重启升级。
workflow 里 `uses: NEVSTOP-LAB/<repo>@main` 让 push / PR 上的自我验证始终运行 main 的代码， 本次改动无法被自身 CI 覆盖。改为本地引用 `uses: ./`，验证的是被 push 的分支。 lvEcho 原 workflow 没有 checkout 步骤，补上 actions/checkout@v4。

背景
LV-APT/lvCICD的main停在5e7267dc（2025-09-06），lvCICD.ps1只有 80 行：Start-Process LabVIEW之后固定Start-Sleep -Seconds 10就调用LabVIEWCLI，没有端口就绪轮询、没有重试、没有实例重启。self-hosted runner 上 LabVIEW 冷启动超过这个时间时会得到：
而且 job 结束时 runner 会清掉 LabVIEW 进程，所以每次重跑的第一次调用都是冷启动 —— 表现为「连续几次 attempt 全部失败，某一次才通过」。
NEVSTOP-LAB/lvCICD@main的lvCICD.ps1有 302 行，含端口就绪轮询、MaxRetries重试与RestartOnError66/RestartOnConnectFailure实例重启升级，正是这个失败模式的对症修复。改动
action.yml中的uses: LV-APT/lvCICD@main改为uses: NEVSTOP-LAB/lvCICD@main。实测依据
NEVSTOP-LAB/CSM-INI-Static-Variable-Support的 run 37626587830：run_attempt = 4，前 3 次都失败在本 action 触发的DownloadPackageFromNevstopFTP调用上，错误全是-350000；attempt 4 成功。
