Hope this prototype helps. Could be a useful interface for OPERA.

- Move package to src/next_pass/ with a __main__.py CLI entry point
- Replace conda environment.yml / requirements.txt / setup.py with a
  pixi-managed pyproject.toml (py>=3.12) and pixi.lock
- Add schedule.py and viewer.py plus a static viewer_assets/index.html
  for an interactive overpass map
- Add overpass-map.yml workflow to refresh the weekly parquet and
  publish the viewer; update ci, nightly, and release workflows
- Update tests, docs, and pre-commit config for the new layout

The main thrust is this: https://github.com/cmarshak/next_pass/tree/pixi-and-interface#interactive-overpass-map

We could publish this as an html page via gh-pages branch and the whole team could use it without ever running the library.
