The ArbitrumDAO is voting on one Constitutional proposal that combines two changes to <a data-quicklook-from="arbitrum-one">Arbitrum One</a>: replacing <a data-quicklook-from="timeboost">Timeboost</a> with Priority Gas Auctions (PGA), and establishing the <a data-quicklook-from="fast-feed">Fast Feed</a>. The same proposal sunsets Timeboost on <a data-quicklook-from="arbitrum-nova">Arbitrum Nova</a> without adopting PGA there.

The onchain vote opened on August 20, 2026 on Alt Arbitrum Gov. Both components passed separate Snapshot temperature checks before they were combined.

If you submit transactions to the <a data-quicklook-from="express-lane">express lane</a> endpoint, migrate to standard transaction submission. The endpoint is decommissioned when the change activates, and it rejects transactions after that.

## No activation date is set

The proposal grants authority to activate. It does not itself switch anything on.

Priority fee collection is controlled by a `TipCollectionToggler` contract, through an `ArbOwner` precompile call to `setCollectTips`. Offchain enables PGA and priority fee collection after the vote executes onchain and system testing concludes, and holds that authority for two years. The Fast Feed waits on a separate track: the Arbitrum Treasury Management (ATM) Council and OAT must select the stablecoin used for payment before the Fast Feed Payment Contract can deploy.

Neither track has a published date. The two activate independently, so PGA and the Fast Feed can go live on different days.

## What changes when PGA activates

On the day PGA activates, Timeboost ends on Arbitrum One and Arbitrum Nova:

- The <a data-quicklook-from="autonomous-auctioneer">autonomous auctioneer</a> stops accepting bids.
- The express lane endpoint is decommissioned and rejects any transaction sent to it.
- The <a data-quicklook-from="sequencer">Sequencer</a> stops applying the 200ms delay to transactions outside the express lane. That delay only applied while an <a data-quicklook-from="express-lane-controller">express lane controller</a> held the round.
- Funds locked in the auction contract remain withdrawable.

Arbitrum One then orders transactions by the <a data-quicklook-from="priority-fee">priority fee</a> on each transaction, in 125ms rounds inside a 250ms block, with ties broken by arrival time. An anti-starvation boost raises the queue position of transactions still waiting after each round, so transactions that pay no priority fee are still included within a small number of blocks.

Arbitrum Nova returns to first-come, first-served ordering. Nova does not adopt PGA.

Execution follows the waiting periods set out in the ArbitrumDAO Constitution. Activation follows execution, on the schedule described above.

## Revenue

Priority fees collected under PGA and subscription proceeds from the Fast Feed both split 97% to the ArbitrumDAO Treasury and 3% to the Arbitrum Developer Guild, following the split ratified for Timeboost.

The two use different mechanisms. Fast Feed proceeds route through a dedicated RewardDistributor contract and emit an onchain event for each payment. Priority fees arrive bundled with other transaction fees, so the <a data-quicklook-from="arbitrum-dao">Arbitrum DAO</a> accounts for them periodically and distributes them through a separate vote every six months.
