Create EACL.json with conference details

Added EACL conference data including yearly statistics and remarks.

Unfortunately, the JSON format check failed. There is a redundant comma in the list.
Additionally, Open Accept currently ranks conferences primarily based on the CCF catalog (see the “About” page). However, EACL is not included in that catalog. While we acknowledge that EACL is a prestigious venue, please move EACL.json to the ai/TBD folder for now. In the future, Open Accept will offer multiple versions of the homepage that use different ranking or categorization systems.
