Handle modified .htaccess files #2

I think it is going to be very common that users have modified .htaccess.. See OpenMage/magento-lts#1089

One solution might be to back it up (cp .htaccess .htaccess.openmage-backup), clobber it or restore it from an uploaded copy, then notify the user to restore their customizations from the backup.
