Closes #17

  • CODE_OF_CONDUCT.md (adapted Contributor Covenant 2.1): swearing about code is allowed, swearing at or about people is not.
  • CONTRIBUTING.md: issue → branch → PR → required CI checks → code-owner approval → squash merge.
  • .github/CODEOWNERS: @PhilippTheServer and @maltonoloco own everything, so their approval is what the main ruleset requires.
  • README links both files.
  • CI gets a "Community files" step that fails if any of the three files is removed.

Verification

CI on this PR runs the new Community files step. Locally:

$ test -f CODE_OF_CONDUCT.md && test -f CONTRIBUTING.md && test -f .github/CODEOWNERS && echo ok
ok

The main ruleset is applied via the API after merge (see issue).
