Adds a post-deploy step that fails unless
http://opentaberna.de/redirects tohttps://opentaberna.de/(retries for 60 s so the edge can catch up). The README documents it.Do not merge until Pages has Enforce HTTPS switched on, or the new step fails on main.

The run after the setting is on still needs to happen.
