Add gdUnit4 unit testing github action
Modified gdUnit4 to support excluding unit tests and gdUnit4 from project export.
Shall remain draft until we develop some unit test PRs to build atop it.
This likely can't very well test normative behavior with Victoria 2, in the least it should be able to test mechanics and functions sans Victoria 2, or providing generic data which can be used to imply functionality with Victoria 2.
