Reduce avoidable leader packing and admission work while retaining transaction priority and block cost limits.
Includes prepared transactions, admission prechecks and near-limit synthetic block tests. Keep this review separate from replay streaming and certificate delivery.
Based on the Turbine/FEC branch to exclude its producer and shred changes from this diff. Retarget to alpenglow-dev after that prerequisite merges.
Validation: full blockprod, scheduler/cost-model, turbine and sigverify suites pass, and the repair simulator builds. Combined build and affected-package vet pass. No traffic settings or running validator configuration were changed during this regrouping.
