[CHORE](ci) Cut over pypi consumers to MCD CodeArtifact #745
Follow-on to the dual-publish work in #726. Two parts:
Tasks
Once consumers have cut over (see OvertureMaps/ops-team#520's prerequisite), remove the legacy publish step from .github/workflows/main-publish.yaml so this repo only publishes to MCD.
Update local-dev docs (CONTRIBUTING.md, SCHEMA_GUIDE.md, docs/versioning.md) that point at the legacy CodeArtifact repo for install access.
reusable-check-python-package-versions.yaml's aws_account_id/aws_iam_role_name inputs default to legacy (505071440022, GithubActions_Schema_CodeArtifact_ReadOnly). This is just an existence-check optimization, not a hard blocker, but flip it to MCD once the role exists there.
Don't merge until OvertureMaps/ops-team#520's prerequisite (consumers confirmed reading from MCD) is met.
