Routine server fixes now integrate through development without publishing a container. Enable CI and release-configuration checks on development pushes and document version preparation and merge-commit promotion to master. Container publication still uses the existing version-change gate on master; package versions and production configuration are unchanged.
Development has already been created from the current master and made the default branch. Merge this PR into development; bring master back into development after release promotions.
Validation: actionlint for all server workflows, 19 fast release/deployment automation tests, and git diff --check passed. No database/application suite was run for this workflow/documentation change.
