Prepare Engine v0.183.325 release

Summary

• Replace the test-only deprecated URL constructor that blocked the v0.183.324 source gate.
• Bump Engine modules and release contracts to 0.183.325; preserve v0.183.324 as a source-only tag.
• Add focused authorization tests proving GET may read public templates while direct PUT, DELETE, and remove-action lookup remain owner-scoped for non-admin callers.

Validation

• JDK 25 Maven focused ProjectTemplate tests: 8 passed, 0 failures/errors.
• Native git diff --check and Bash syntax checks passed.
• Full source/package/security gate will run on the immutable release tag before publishing cattle.jar; no release asset is published from this PR alone.
