Publishes the current reviewed runtime under the pure numeric v3.0.2 coordinate. Adds an immutable tag release workflow with signal smoke tests, High/Critical and secret scanning, CycloneDX SBOM, checksums, image/evidence attestations, and explicit numeric-tag enforcement. Historical qualified tags remain immutable.
