Web Console 1.6.153: close permission and locale QA gaps

Scope

• Gate Stack/Service/Container/Catalog and related write controls with the current project, schema, and resource action links.
• Bind delayed upgrade/scale and post-save navigation to the originating project; retain Registry recovery semantics.
• Localize Japanese form labels and actionable errors; show a bounded unavailable state for failed live stats.
• Bump Web Console to 1.6.153 and update README/release note.

Verification

• Chrome QUnit: permission cases 35/35, project upgrade 3/3, Service scale 6/6, Catalog 4/4, monitoring 13/13, Registry recovery 2/2.
• UI localization quality: 12 locales, 0 missing/orphan/invalid ICU keys.
• Six-role 8080 read-only feature crawl passes on v1.6.486 after the offline QA host was restarted. This does not prove all submit buttons or the unreleased 1.6.153 browser bundle.
• Four resource families currently have no valid QA IDs for direct-ID authorization; they remain marked INCOMPLETE in the QA workbook.

No server API, production HAProxy, persistent QA data, or runtime patch is changed by this PR.
