Remove the dead tokio-era wait-driver hook from perry-runtime (js_register_wait_driver, TOKIO_TICK, tokio_ticks stats) #11403

Follow-up to #11402 (tokio removal). perry-runtime still carries the tokio-era wait-driver hook, which nothing registers any more: js_register_wait_driver, js_register_native_inflight, the TOKIO_TICK counter, and the tokio_ticks= fields in PERRY_LOOP_STATS.

It contains no tokio code, but it is dead weight in the core wait path. Remove it in its own PR, and update the stats-line parsers (server_ab.py, the turnloop_p0_* scripts). Check for instruction or perf changes on the event-loop wait path.
