flaky gap test: test_gap_turnloop_p9_worker_agent_net (pass -> parity_fail on unrelated PRs) #11433

test_gap_turnloop_p9_worker_agent_net flips pass -> parity_fail intermittently in the PR-tier gap suite. It happened on two unrelated PRs on 2026-09-26:

• perf(runtime): class accessors are real prototype properties; #11348's accessor side table is removed #11416 (class accessors, runtime): gap-suite (1).
• fix(codegen): stabilize imported global declaration order #11426 (codegen imported-global declaration order): gap-suite (4). Perry's output line was immediate 000undefined.

Neither change touches turnloop, workers or net. It's a worker-agent networking test, so it's probably timing- or load-dependent on the shared runners, like the #11365 turnloop_net unit test (fixed by #11428).

It needs triage: make the test wait on its real completion condition instead of a timing assumption, or find the race in the p9 worker-agent net path. Until then it will keep failing random PRs' gap shards.
