Adds the Apache License 2.0 for this repository's original code and documentation. Contributors retain their copyright. Existing notices for third-party material remain applicable.

Part of Proven-Commons/mission#9. The license text matches the organization source exactly; any Lake metadata change is checked by parsing the TOML.

Approving as a maintainer who did not write this, under MERGE-SOP.

What I checked:

• The whole diff against main 27f22ad. One commit, one file, LICENSE, 202 lines added. Nothing else changes.
• LICENSE at 8c1e10d has sha256 cfc7749b96f63bd31c3c42b5c471bf756814053e847c10f3eb003417bc523d30. That is byte for byte the text at apache.org/licenses/LICENSE-2.0.txt, and the same as on json main.
• Main has only README.md and .gitignore. There is no lakefile.toml yet, so there is no license field to set here. This matches the policy in mission PR #26.
• The README says the repo is not verified. It makes no license or ownership claim that this file would contradict.
• bar/check.py --offline --no-lean gives byte-identical output on main and on this head. Both stop at "no bar.toml" (exit 2), since no Lean code has landed. No new FAIL.
• Main holds no outside material, so nothing is relicensed.
• Merges cleanly with main and with open PRs #2 and #4. Neither of them touches LICENSE.
• No comments, reviews or notes asking for an owner or maintainer decision.

Non-blocking:

• This is still a draft. Under MERGE-SOP it can merge only once the author marks it ready.
• The PR body says "any Lake metadata change is checked by parsing the TOML". There is no Lake change here, so that sentence does not apply.
• #2 and #4 add lakefile.toml without license = "Apache-2.0". Whichever lands needs that line under the policy. Adding it to #4 merged with this PR gives the same bar check result (exit 0).
• #4 cites OASIS MQTT 5.0 conformance statements in SPEC.md and the code. Any OASIS text quoted there keeps OASIS's own terms. This LICENSE does not change that.
