Uebernimmt die Drosselung aus project-templates (Issue #144): - interval weekly -> monthly - EIN Sammel-Gruppenblock mit patterns ["*"] statt update-types-Filter, damit auch Major-Updates gebuendelt statt einzeln aufgehen - target-branch: "testing", damit PRs nicht gegen main laufen, wo sie wegen der Ruleset-Pflicht nicht direkt mergebar sind Hinweis: wirkt nur auf NEUE PRs; offene PRs gegen main bleiben bestehen.
