Tag the stable version of the action

actions are normally used from a certain git tag (see example) rather than just @main -- mind making one on GitHub, please? something we'd like to request for peace of mind for ppy/osu-wiki#10067 (comment) (or if you folks accidentally break it on HEAD)

+1, we'd also like to pin a release tag instead of @main. Would you be open to cutting a v1.0.0 from the current main?
