fix(reader): remove unsupported Review Pack and secure build cache

Summary

Remove the unsupported Review Pack banner, its dead early-access CTA, and its unused component from the populated library. Existing library navigation, controls, and article handling are unchanged.

This scoped change addresses #70 following the owner’s removal decision. It does not create a replacement offering or capture flow. Footer work remains out of scope.

The landing build also used http-cache-semantics@4.2.0, affected by GHSA-ch52-4w7c-c8xp. The advisory has no upstream patched release, and published 4.3.0 still needs the reviewed behavior fix. This PR pins the existing build dependency to 4.3.0 with the small local patch from the reviewed PostTrainLLM fix, and tests the package as resolved through Astro. No runtime dependency was added and the dependency audit remains active.

Validation

• Fleet Workspace frozen install — passed; lockfile and patch metadata validated
• Cache semantics regression suite — 27/27 passed through landing Astro's resolved package, including cookie/public/immutable compatibility and serialized policies
• pnpm quality — format, lint, typecheck, app coverage tests (176), extension typecheck/tests (20), code-health checks, dependency security tests (27), audit (0 critical/high/unexpected), suppressions all passed; the docs check first exposed a path-with-spaces bug, corrected using fileURLToPath, then pnpm docs:check passed (53 Markdown files)
• pnpm cf:build — passed
• Extension production build — passed
• pnpm quality:hygiene and pnpm format:check — passed
• Push hook lint — 0 errors (38 existing warnings)
• Exact-head GitHub CI — pending

Authenticated live library baseline showed the banner and current library controls. No private article content was saved to evidence. A signed-in candidate after-render is pending release; the isolated writer has no authenticated fixture.
