fix(release): upgrade Changesets CLI to v3 for changesets/action v2 - #18

changesets/action v2 refuses to run against Changesets CLI v2 ("This
version of the Changesets action is designed to work with Changesets
CLI v3"), which broke the release job on main. Bump @changesets/cli to
^3.0.1 and @changesets/changelog-github to ^1.0.0 (the
CLI-v3-compatible major), and point .changeset/config.json at the
@changesets/config@4 schema.
No repo-facing breaking changes apply: we never use `changeset tag`
(renamed to `git-tag`), prerelease mode, or the removed `prettier`
config option, and pnpm 10 / Node 24 satisfy the new engines range.
Note `changeset version` now exits 1 when no changesets are pending;
only changesets/action invokes it in CI, and only when changesets
exist.
