[codex] Add Android passkey provider

Summary

• add Android Credential Provider support for creating and using v5 passkey resources
• add passkey resource/secret schema handling, WebAuthn response generation, and local cache integration
• prevent generic password/resource form flows from editing passkeys and show dedicated passkey delete messages across localizations
• refresh passkey icon, clean biometric IV state when biometry is disabled, and bump the visible app version to 3.0.25
