This PR adds evidence-backed change risk analysis and verification to AGI Engineer.

What changed

• Added deterministic change risk scoring and decision assessment
• Integrated Finding Context with PR analysis
• Added deterministic verification and proof generation
• Added baseline/regression comparison using isolated Git worktrees
• Added impact-aware regression attribution
• Exposed risk, impact, verification, regression, baseline, governance, and proof evidence through the API
• Added frontend observability for the new evidence
• Added transaction-safety and cleanup hardening
• Added backend and frontend test coverage
• Added CI for Python 3.11/3.13 and frontend checks

Validation

• Backend: 690 tests passing locally
• Frontend: 104 tests passing locally
• TypeScript type-check passing
• Real-repository validation performed against Flask and other Python repositories

Notes

The system is intentionally evidence-first and deterministic. Missing or unavailable evidence is preserved as unknown rather than treated as clean.
