Upgrade the CI and Release workflows from Node.js 20-based Actions to
actions/checkout@v5andactions/setup-node@v6. Run CI checks with Node.js 24; preserve Release's Node.js 22.22.3 pin for the existing npm workaround.Validation: ESM and package-manager checks and all workspace builds passed locally on Node.js 24.14.1. Workspace tests passed except nine localhost-listening tests blocked by the sandbox; rerunning their complete test file outside the sandbox passed all 21 tests.
