What

Agent-native baseline per agent-next standard v0.1.0.

Changes

• AGENTS.md: created (Purpose, Orient, Setup, Check, Boundaries, Done)
• CLAUDE.md: created (@AGENTS.md). NOTE: .gitignore line 49 ignores CLAUDE.md — force-added per the baseline; delete the ignore line or drop the file at merge, your call.
• Makefile: added setup target plus a top-of-file export PATH := $(CURDIR)/.venv/bin:$(PATH) so setup/check never touch host/conda/user Python — setup creates .venv/ when no virtualenv is active, then python3 -m pip install -e ".[dev]" ruff build twine (ruff/build/twine are check inputs missing from the dev extra). The target was inserted mid-file so it does not overlap the Makefile hunks in open PR Reposition as modality primitive + add publish target #66 (line 1 .PHONY, EOF append) — hunks are disjoint, merges cleanly either order.
• CI: existing ci.yml/docs.yml/publish.yml unchanged (matches make check: yes — the lint, typecheck, test, build jobs run the same commands; CI adds security/commit-lint/pr-size jobs on top)
• dependabot: existing dependabot.yml unchanged
• devcontainer: added (mcr.microsoft.com/devcontainers/python:3.12, postCreateCommand: make setup)
• Open PRs checked: Reposition as modality primitive + add publish target #66 (Makefile — disjoint hunks, see above), chore(deps): bump actions/upload-pages-artifact from 4 to 5 #67/chore(deps): bump actions/checkout from 4 to 7 #68/chore(deps): bump actions/cache from 5 to 6 #69 (dependabot workflow bumps — no overlap), feat: add South Africa and Lesotho telephony foundation #70 (feature — no overlap)

Env note: the PyPI mirror was intermittently timing out, so .venv was seeded from uv.lock (uv sync --extra dev, which resolves nothing — lockfile only) plus the two non-locked tools, then make setup was run for real.

Not done / risks

• Fresh pip install -e ".[dev]" resolves to a currently-broken dep set (upstream drift vs uv.lock, pre-existing on main — not caused by this PR): mcp 2.2.0 removes mcp.server.FastMCP (2 collection errors in test_mcp_server.py, test_bdd_input_validation.py), numpy 2.5.3 stubs use the 3.12 type statement vs mypy python_version=3.11 (typecheck error), and livekit-agents 1.8.2 flips 2 BDD assertions (test_journey_sdk_cancel_without_active_call_raises, test_journey_sdk_takeover_without_active_call_raises — both pass in isolation and under lockfile versions). Under uv.lock (mcp 1.26.0, numpy 2.4.3, livekit-agents 1.4.5, livekit 1.1.2) every gate is green. CI runs the same pip install path and will hit this drift on next run — worth a separate pinning/fix PR.
• setuptools deprecation warnings during build (project.license table) — pre-existing, non-fatal.
• CLAUDE.md tracked via git add -f over an existing .gitignore rule (see Changes).
