…E.md buildSystemPrompt() read the Development Rules section only from CLAUDE.md, so a project whose CLAUDE.md just imports AGENTS.md (`@AGENTS.md`) lost its rules. Take the section from the first of AGENTS.md, CLAUDE.md that contains it.
