Move all CLAUDE.md content into AGENTS.md: overview, architecture, tech stack, development rules and test files sit in or beside the matching sections. Flywheel, API, lifecycle, quality, harness, self-evolution, vision, repository, security and gotchas sections follow verbatim (harness self-reference now names AGENTS.md). Build/test/run commands merge into the npm script bullets (build per package.json); the duplicate .js-extension rule is stated once. CLAUDE.md is now the single import line @AGENTS.md.

AGENTS.md becomes the single source of agent instructions and
CLAUDE.mdbecomes a one-line import,@AGENTS.md.## Development Rulesstays an exact H2, sobuildSystemPrompt()(with the fix below this PR) still injects it: the agent-runner tests pass on this branch.npx tsc && cp src/web/index.html dist/web/index.html, which fails on a clean checkout (nodist/web), whilenpm run build(package.json) creates the directory first. The build bullet usesnpm run buildand keeps the paths.Why: Codex and other agents read AGENTS.md directly. Claude Code 2.1.277 reads AGENTS.md on its own only behind a server-side rollout flag, and never on launchers that disable telemetry. The import loads the same file on every Claude Code version and launcher.
