chore: enforce shared Ox policy

Summary

• replace the local JSON Ox configs with the shared @agntn/ox presets while preserving repository ignores
• enable type-aware linting through oxlint-tsgolint and build generated declarations before linting
• update source and tests to satisfy the shared policy without local rule suppressions

• pnpm install --offline --frozen-lockfile from a clean checkout
• pnpm lint
• pnpm fmt:check
• pnpm typecheck
• pnpm test (120 tests)
• each commit verified independently
