Adds Settings::AiFunctions, a global per-function model selection (default, Gemini Pro, Gemini Lite, or Jev), with an admin picker under Config > AI Models. Ai::FunctionRegistry catalogs every AI function and Ai::FunctionConfig resolves the effective model, falling back to the built-in Gemini behavior when a selection is unavailable. With nothing configured, behavior is unchanged. Judgment functions (spam checks, moderation labels, quality ranking, badge and helpfulness checks, concept relevance, subforem matching, clickbait, tag suggestion and similarity, code block languages) gain a Jev path through a new Ai::TypeSafe client. Each asks narrow Noul, Choice and Score questions in one request and composes the answers in code with explicit thresholds. Text-generation functions can choose a Gemini model but never Jev.
