data/ansible/rolesanddata/ansible/collectionswere not in the repository, so Docker created them as root:root when it mounted them into the RTE (/etc/ansible/roles,/etc/ansible/collections). The 7 RTE runs as uid 1000 (Dockerfile.rte-baseUSER node), so the maintenance form "Ansible-Galaxy Install", which installs into/etc/ansible/<type>s, could not write there. Checked locally with thelatest-rcimages: both folders came up owned by root. Both folders now ship with a
.gitignorethat keeps their content out of git, the waydata/sshanddata/repositoriesdo, so they exist in the clone and thechownin the README covers them.
